IEBC Responds to Claims They Are Planning To Rig Elections For Ruto In 2027

The Independent Electoral and Boundaries Commission (IEBC) has dismissed allegations of possible voter register manipulation, insisting that its collaboration with state agencies is lawful and aimed at safeguarding the integrity of upcoming elections.

In a press statement dated Monday, February 16, 2026, the electoral body responded to claims raised by Justin Muturi, leader of the Democratic Party, who had questioned a recent engagement between the IEBC and the National Registration Bureau (NRB).

According to IEBC, its mandate under Article 88(4) of the Constitution and Sections 4 and 6 of the Elections Act, 2011, requires it to maintain an accurate and up-to-date voter register. 

The Commission emphasized that it operates independently and is not subject to control by any individual or authority.

The agency clarified that working with government institutions such as the National Registration Bureau, Civil Registration Services, and the Directorate of Immigration Services is a routine process meant to verify identity details and remove deceased persons from the voter roll.

“In fulfilling this constitutional and statutory mandate, the Commission is required to work with relevant government agencies that are lawful custodians of data necessary for the execution of its mandate,” the statement read in part.

IEBC further assured Kenyans that all data-sharing arrangements are conducted within strict legal frameworks, including compliance with the Data Protection Act, 2019. 

It maintained that the voter register remains under its exclusive custody and control at all times.

The Commission also cautioned political actors against issuing unverified and inflammatory statements that could erode public trust in the country’s electoral processes.

The clarification came a day after Muturi alleged that President William Ruto was planning to use national ID data belonging to young people to influence the 2027 General Election outcome. 

Speaking at a rally in Zimmerman, Roysambu, Muturi suggested that a prior meeting between IEBC and the NRB could form part of a broader scheme to manipulate voter data.

IEBC, however, firmly denied the claims, reiterating its commitment to transparency, constitutionalism, and credible elections as the country gradually shifts focus to the 2027 polls.
