“Please Help My Dad, He Might Die” – Daughter Pleads to IPOA for Father’s Life After Arrest Linked to Raphael Tuju

Linda Mwanga, daughter of Stephen Okoth Mwanga, the Personal Assistant to former Cabinet Secretary Raphael Tuju, has made a public plea to the Independent Policing Oversight Authority (IPOA), raising alarm over her father’s deteriorating health while in police custody.

According to Linda, her father ⅕was arrested on Wednesday, April 1, in Nairobi’s Upper Hill area, and she only learned of the detention hours later. She claims the arrest may be linked to his professional association with Tuju. 

“My father must receive medical attention immediately,” she wrote in an emotional letter to IPOA chairperson Wanjiku Mwangi, noting that he had recently been diagnosed with pneumonia and that his condition was worsening due to lack of care.

Linda accused authorities of delaying her father’s booking until 1 a.m. to manipulate timelines and extend his detention unlawfully. 

She further stated that he had not yet been presented in court within the constitutionally mandated period, nor formally charged, raising concerns over procedural violations.

Tuju confirmed the detention of his aide, noting that Mwanga had been arrested while delivering a parcel on his behalf. 

He condemned what he described as targeted intimidation by state agencies, saying that it had also affected his own health as he continues to recover from a prior illness.

The family has pledged to cover all medical expenses to ensure Stephen Mwanga receives urgent care, emphasizing that the delay could endanger his life. 

Linda’s appeal highlights the human toll of prolonged detentions without proper medical attention, calling on authorities to act swiftly and uphold constitutional rights.

Police have yet to comment on the medical allegations, but the case has sparked widespread discussion about police procedures, accountability, and the need for oversight in sensitive political matters. 

The family is now hopeful that IPOA’s intervention will secure both justice and urgent medical care for Mwanga.
